I have PDFs of a lot of cart manuals and I think it would be sweet if there was a way to open the manual in the overlay.

mGalaxy have a fonction to display rtf file. Key X by defaut, and it s possible to convert pdf to rtf.
But it s "system dependent" not "game dependent".

I like the idea behind this, but I'd like to offer a non-mGalaxy workaround that I use.

I sit on my couch and there's no way I'm reading a PDF that far away. I have all of my manuals on my phone (or tablet) in an eReader app. I just created folders for each console and dumped them in there. Not a perfect solution, but food for thought.
