Theme creator/editor

Is there or will there be a theme creater/editor software soon? I like the black system arcade theme but I would like to change the background image of it (possibly font and font color as well). Also I'd like to use different sounds and use a boot-up intro video. I love the simplicity of this FE (very user friendly and nice over all) but these are the only things I feel is missing.
