Short answer, No & No.
Long answer is that mGalaxy was written for Windows using the x86 architecture. Raspberry Pi is LInux based and utilizes the ARM arcitecture.
It will only happen if it's re-written. However, you should roll with RetroPie if the Pi is going to be your system of choice.
