I am using MAME 1.67, found this link and downloaded the xml file and I get a list of games.

I am still working on getting the art work to appear.

But I still have the issue of not being able to see the art work for each game.

Finally had time to go bet back to this.
Apparently when I clicked "Create database", I was not opting to build it from existing ROMs.
As a result the database was blank.
I am now able to see a list.

During my install it did appear that it was taking a very very very long time but then I noticed the DirectX install window in the background behind some other windows. Basically the install program looked like it was working when instead it was waiting for me to continue the DirectX install process ...
